Research and Teaching Interests
Toggle Research and Teaching InterestsScholarly research focuses on local government finance, personnel, and policy. Practitioner
research focuses on public finance, public records, meetings, ethics, and management.
Priority is given to research that bridges both academic and practitioner interests.
Teaching responsibilities are exclusively Master of Public Administration courses
with a local government focus, including developing and teaching courses for the Department's
Graduate Certificate in Local Government Management.

- Twice a year, Bob serves as a conference Presenter/Instructor for the Florida League
of Cities' Advanced Institute for Elected Officials and presents a special program
at their annual conference each year entitled "Cities 101".
- Once a year, Bob serves as the primary Presenter/Instructor for the Florida Association
of Special Districts Management Certification Program held in Tallahassee.
- Once a year, Bob serves as a conference Presenter/Instructor for the Florida Association
of City Clerks Annual Fall Academy.
- Several times a year, Bob serves as a Presenter/Instructor for the Florida League
of Cities' to provide regional training for the state mandated 4 - hours ethic training
for local officials in Florida.
- Bob hosts a monthly webinar on trending local government issues for the Florida City
and County Management Association and a quarterly webinar for the Florida Association
of City Clerks.

Grants & Awards

- Bob is a Past President of the Florida City and County Management Association and
is a past recipient of several FCCMA awards including the Michael J. Roberto Award
for Career Development.
- Bob is a Past President of the American Society for Public Administration (Suncoast
Chapter) and a recipient of its Picot B. Floyd Public Leadership Award.
- Bob is the recipient of the coveted National Council on Public History's Michael C.
Robinson Prize for a historical study (peer review scholarship) that contributed directly
to the formation of public policy.
Before joining FGCU, Bob served six years as the Senior Executive in Residence at
Florida State University's Askew School of Public Administration and Policy. Before
joining FSU, Bob had a rewarding 26 year City Management career serving the Florida
cities of Naples, Gulfport, and Lauderhill, and in Bellevue, Pennsylvania.
